The formula is such that: 1) a district becomes obligated to contribute to recapture at a certain percentage of taxes assessed, 2) in order to meet their operational needs, larger districts need to collect significantly more than that threshold, and thus 3) there's no way to completely prevent making themselves obligated to contribute to the state. But maybe that doesn't need to be the goal? Maybe the goal should be to factor in the inevitable need for local bonds (we already need them to some extent anyway). So, the district 1) assesses/collects less than what is actual required to meet its operational needs, and 2) knowing that it's going to rely more heavily on local bonds. In that scenario, AISD may only send $500 million to the state instead of a billion. But it could make up the difference with a $500 million bond every year. That would effectively double the amount of local money that AISD could utilize, and it's a net wash to local taxpayers.
Is there some reason that isn't feasible?

Or he could've faked his death. Wasn't he in Mali yesterday afternoon? Seems odd to fly from Mali to St. Petersburg and then to Moscow since Moscow would be a shorter trip.
This doesn't make any sense at all. Are your kids not in school? That was the biggest socialization issue during covid. Also, get the phone numbers of other parents in your hood and arrange times for the kids to either play at your house or theirs. Just because they don't want to play outside on the weekends or after school doesn't mean their socialization skills are suffering. These are things that everyone has dealt with our entire lives, whether it be due to the heat in the south or the winters in the north.
That's my understanding as well. The battle would be fought over the sea with naval and air assets, as well as ground launched weapons. If it became a true land-war, meaning that China amassed a huge number of soldiers on the ground, then Taipei has presumably already fallen (the Presidential Office is only ~10 miles from the ocean). By the time we could even get our full ground forces mobilized and in the area, I'd imagine the entire island would already be occupied. And if China pulled that off, it would mean we'd suffered a horrendous amount of casualties. Honestly not sure if we'd be willing to keep at it by committing tens or hundreds of thousands more to try and retake it.
Generally speaking, yes to both. Privilege is lost if another non-client party is in the room. If Meadows was considered a co-client, privilege is lost between the clients if they ultimately become adverse to each other (i.e., the attorney would be prohibited from talking about it, but either client could use it against the other). Also, talking about your intent to commit a crime is not privileged. In every state I'm aware of, there's a "crime-fraud exception" that negates privilege. Depending on the crime being discussed, the attorney may actually have a duty to report it to authorities.
