  8. I’ll interject here and say that the PSA crew was well aware of the helicopter was there. They were probably working on the assumption that the helicopter was maintaining visual separation and were focused on the landing which was imminent. TCAS is inhibited below 1000 feet so they were likely positionally aware of the helicopter.
