Why make a commitment if it’s gonna be a big deal? You look at a kid like Martel or Jordan. Commit, Decommit, recommit, transfer (or multiple for Jordan). Having a kid honor his word to a commitment makes the kids truly evaluate all options before making a decision. It’s simple, if you aren’t sure, don’t commit to a school. Simple.
Plus it’s doesn’t bind the kid to the school. He can still decommit and go wherever. And could still transfer after the 2 years. It would just be a normal sit a year transfer.
This is how you fix this (in my opinion)
Once a kid commits to a a school, the school puts kid into a database. Isn’t a public database so kids can keep their silent commitments and be able to make their videos.
Once a kid signs with a school, he has to stay for a minimum of 2 years (6 semesters). At that point, he is allowed 1 restriction free transfer with immediate eligibility. The kicker is the kid only gets to have this transfer if he hasn’t decommitted during the recruitment process (thus the database). Would control transferring to just RS sophomores, juniors and seniors and would control the 15 decommitment kids (Hello Jordan Elliott).
Graduate Transfer rules stay the same.

This portal and being able to leave whenever to go damn near wherever, along with the generation of college kids where instant satisfaction is demanded or is met with leaving for somewhere that will, will absolutely change the way college football is coached and recruited. The year Herman was at OSU won't ever happen again. It's going to be a lot like what we will look like next year. An entrenched starter, a step down, but high upside backup, and the FR you are redshirting to be the guy after the starter leaves (and good programs will add solid PWOs).
The NCAA is going to have to find a way to control this which won't happen because the NCAA is a bunch of fuckwads who never fix anything.

RS Roschon, 2 years of weight room with Yancy, get a NC ring as Senior Sam’s backup, take over as a RS Soph. That being said Card will prolly transfer/change positions. Need our 2021 take to be a stud to reset the cycle.
Omenihu would be a good pick but I think with Ossai starting to come on at the end of the year, bringing in Jones (JUCO), and having Graham, Shark (played some there i believe) & Roach there i think we’ll be fine.
Johnson is another good pick but Floyd seems like a bigger copy of him. Video of him returning kicks tells me he’s a fit to handle that spot athletically. Early might be rough but it’ll come around.
Im gonna vote Watson. I think Ingram is gonna be a great back and will benefit with another year of Yancy, but behind him looks bleak. Watson was a workhorse this year and a go to guy on a lot of plays. We need a grad transfer RB bad.
