Looks like a software update (not windows) had trouble installing.  Roxio seems to be a common culprit from a quick google.

I bet you can still upgrade to 10

yes.  10 is more secure and easier on hardware.  i have a dell venue pro 8" tablet, originally an 8.1 device, that still works great with it

 

You can still upgrade to 10 for free.  Google the windows media creation tool.  It will walk you through downloading an installer from microsoft.  You won't have to reinstall anything on your computer and the upgrade process is very painless.  I have done it close to 100 times at work without a hiccup.
