it needs to be portable, meaning fully battery driven, or atleast from the 12v socket.  no wall-sockets.

You can just get an air tank that you fill yourself.  You can easily get one that will hold enough to air up a tire.

Picked up one of these not too long ago just for the hellofit.  Throw a lion battery in it and its pretty awesome.  Use it on footballs, bike tires, topping off car tires...works like a champ.  louder than a mother fucker, but works.  Of course i already had the ryobi batteries so...

$30 Chinese units work just fine the one time every 5 years you need them. That's been my experience at least.

A 5 gallon tank filled to 125psi will get my 2500hd tire from flat to about 25 psi, which is enough, but just barely, and only if I'm not loaded.

Lowe's (Kobalt) also sells one that has both a 12V DC and a 120V AC plug built in, so you can use it at home. I have one and it's pretty solid. Fifty bucks I think.

My old man has that one. Has been very solid with digital pressures etc as well. 

I bought this one a couple years ago. It seems to be holding up well the dozen or so times I've used it.

Another vote for Viair.  I have a 77P, it's powered by a 12v socket and has been reliable for the last few years.

 

Third the viair. I have on board system for train horn and suspension. Have an outlet for hooking air hose when needed. Been going strong for four years.

That academy pump you linked sucks ass. I’ve broke a few of them, and I’m semi gentle on things.
