I doubt being disqualified from playing but being allowed to stay with the team on the sidelines is going to result in more targeting because it has a lower deterrence than making them leave the field. The big punishment is disqualification.

The problem is, if they reviewed every tackle they could find defenders tackling using the crown of their helmet constantly. But yes, by rule it was targeting.
