Pretty sure that's a dirt dauber nest.  Might be some other type of wasp.  They make some interesting structures.

Well I hate to tell you, but yeah....

We've always called them mud daubers. Guess you didn't grow up in Texas. Those look a little strange, maybe because they aren't usually attached to a slick surface.
