TV ratings aren't B10/SEC level but they have some punch regardless. Those that care are surely the minority. Economic factors will kick in immediately for a low % of the population, the masses wont feel much of anything this year and still wont care when it hits... they already pay taxes out of the kazoo. Sports across the board in the PAC 12 are an endangered species, to what degree depends on the admin/alumni aka deep pockets and endowment funds. They'll get hit regardless, to your point the interest is much lower on the left coast.

SEC fans packed the crumbling edifice of Legion Field in Birmingham, AL when the SECCG used to be held there. I’ve never been but Indianapolis doesn’t exactly strike me as a tourist mecca either, yet the Big 10 game sells out. And they aren’t the Group of 6, there’s a lot of talent in the PAC-12. The people of the conference’s constituent states just don’t seem to care about college football the way the other Power 4 conferences do.

So much of the south and midwest are so devoid of things to do that people live and die by football. If that means they care more, then have at it. I've attended hundreds of live college football games in my lifetime, and spent a fortune doing it, and I enjoy it a great deal. But when it comes to prioritizing football over safety, I can't say I blame the conference for playing it safe, because it is ONLY football.
