The best thing ever is I already had a "finally a flag on them" message typed up but I waited until they officially announced it for exactly the reason that ended up occuring...the fix is too obvious

Surprising that defensive strategy isn’t to engage as many players behind the line of scrimmage as possible and tackle them. Since it’s legal. 
 

that said, the drive was t killed by that but rather a bad throw later on.

Intentional grounding on Baylor should have been called in the first quarter.  Contrary to what the ref said, the ball did not cross the line of scrimmage.

You can’t tackle an eligible receiver even behind the LOS. Otherwise you’d have a dude who’s sole job is to tackle a running back on a screen or going for a wheel route.
