It depends on what it is. Latex/acrylic/water-based paint you just need to let it dry and then you can toss it. Anything oil-based you aren't supposed to throw in the trash but, you know.

Do not dispose of the paint in liquid form. Open the lid and allow the paint to dry thoroughly, then dispose of it. @tbone_ is correct. This is to keep paint out of waterways and groundwater. Most modern paints are low VOC, so they do not pollute the air as much, either.
