But this is exactly how Cannon can be removed by the 11th Circuit.

The Texas Board of Pardons and Paroles has denied Robert Roberson's clemency petition. The board voted 6-0 to not recommend commutation of his death sentence and 6-0 to not recommend a 180-day reprieve. Roberson is facing execution on Thursday.
