Is there any way to identify who owns a cell phone? Somebody is harassing my grand daughter in law. I’ve called the number and it’s of course deny deny deny. Really would like to know who this asshole is. Thanks in advance.

It's unfortunately trivial to spoof a phone number, it's why every spam call you get is usually from your area code. Sometimes there's not actually a phone listening to that number, other times its just some random person's number. But I've gotten calls out of the blue from people saying that I (my phone number) called them about a car warranty, yadda yadda. 

A good starting point is for your granddaughter to just block the number. If the harasser jumps to another number, block that one too and consider reporting the harassment to your local police to make a record of if

Just use a permanent marker over her number in the stall where its posted.  Rinse and repeat for the rest of them.

Block his number. 

Change her number. 

Why put all this energy into it? It's what the dude wants.
