he and cube paved the way big time.  corporations realized there was a ton of money to be made off of them and they monetized it big time.  ice cube, 50 cent, snoop dog, etc...

Conducting elections is primarily (almost exclusively) a state law issue, as is any effort to disrupt or interfere with elections. 

There are probably federal crimes like wire fraud that this kind of thing can be shoehorned into, but the initial prosecuting party would be the state. 

Again, I fear our laws are somewhat inadequate for these shenanigans. Especially when you consider how utterly harebrained they were.
