That was my take away as well. If you want to maximize tax revenue, then you have to create a system that drives illegal bookmaking out of business. If the "legal" option will only take $500 in action, but the old school bookie will take $5k, you know where the money will go. The amount of money you set as the max bet should be up to the establishment, but that max has to be available to everyone. If you arent comfortable with that model, find a different business.
June 12, 20196 yr I’m surprised jersey allows this. When Atlantic City opened to gambling the card counters hit the blackjack games hard. The casinos banned the counters. The counters sued and won access to the casinos. The casinos then switched to 6 deck shoes and other rules to counter them.

The tribes that gave casinos want it exclusively, but an expansion of gaming requires renegotiating their compacts. Since the status quo is quite profitable for them, it makes no sense for them to change.
