Actually it's not. MLB rules say that the runner is out if he or the base are tagged before he reaches the base. Therefore if it happens at the same time he's safe.

I will look that up. I always thought the same…until I heard it discussed and it was clearly stated by an official during one of the regular season games that it was not the case.
