So this is weird. Short of ripping everything out. I put a horn in my Kawasaki side by side a year ago. It’s a duel horn setup. It called for a 7.5a fuse. Last week it didn’t work. New fuse, blew. I even put a 20a fuse and it blew.

 

No water all contacts seem fine. Thoughts?

You have a short to ground somewhere in that circuit. Try tracing the wiring and looking for damaged insulation, uncovered wiring connections / solder points, etc.
