It seems to have gone pretty fast hit a building and flipped on its side after hitting multiple people in a high pedestrian area. It could be an accident but it is also the MO of a couple of assholes.

And they also count things like people drowning while out paddleboarding. People see the headline and immediately assume every one was mysterious.

That area is across from Darrell K Royal Texas Memorial Stadium.
