2 weeks in December. Spain/Portugal is out, Madrid is just in the ingress/egress point. No Paris/Amsterdam/Brussels or Rome.

They're all good, but in winter go enjoy the weather on the Med. Dubrovnik and Kotor (in Montenegro) are worth adding or replacing Cyprus for if you can swing it.

Rome was fine in December, but it was not warm.  The weather was the same as Texas, complete with a strong norther.

I should say I do not mind the cold.  Or snow.  I was in Paris/Amsterdam/Brussels last December, never got above 40 and snowed heavily in AMS. Most fun I've had in a long time.

It's not the cold and snow - which is great.  It's if it's wet and/or gray with very little daylight that could feel like a bummer

If you like cold and snow, Lapland.  Northern lights and winter sports.

Eh, that was my entire time in AMS and Brussels.  Didn't bother me.  Oddly enough, wet/gray and dark is my favorite weather.  As long as I can get my stuff done during the daylight hours.

Go to Slovenia. It's a 4-season destination. Lake Bled and Lake Bohinj are beautiful (Bled is particularly beautiful in the winter from the pictures I've seen), and the Soca Valley is just stupid pretty.

Go ski Tignes/Val D’isere in the French Alps... Usually pretty good even early season.

We did some of eastern and central a couple years back for Christmas time.  Flew into Prague then drove to Heidelberg, Lucerne and Salzburg.  All were great that time of year but I'd say Prague was the highlight.  

The Christmas Markets in Germany (and I guess Austria as well) would be my #1 destination in Europe in December... PERIOD! (That includes everywhere that you didn't list as well as the ones you did.)

Bavaria & Salzburg would probably be the best. Drinking glüwein and German dulces.

Winter in Europa ? Any number of world class ski resorts.  Christmas in Europe ? Christmas markets. 

None. I love Europe, and am in Paris right now, but no way I would go in the winter unless I had a specific reason. Not worth the hassle or cost IMO. Nothing outside of ski resorts are open, and if they are, it would be a miserable experience. Walking in the cold, howling wind sucks. (Take it from a “Yankee”) Travel logistics are also heavily affected. Flights are constantly cancelled as are trains. It’s grey, damp, early nighttime and unpleasant.

Go Southern Hemisphere. Australia/NZ are great in December. Or Rio and Cartagena/Medellin or Bogota/Lima/Cusco-Manchu Picchu.

First off, bucko, it's already booked.

Secondly, I literally had none of those issues last December. Even with the rain and snow. Still went to Versailles, still went up to the top of the Eiffel Tower, still did the Louvre, etc.
