A few things I spot.

1- Award date. End of the fiscal year so they can use unpledged funds.

2- The NAICS code is all fucked up.

311999 - All Other Miscellaneous Food Manufacturing

The proper NAICS is

336992 - Military Armored Vehicle, Tank and Tank Component Manufacturing

But there are others that are messed up. I like the one for local guard services for belgium.

311830 - Tortilla Manufacturing

So where are you going to charge these things out in the middle of no where?

This is just the procurement forecast and so other cost centers won’t be here.  INL aviation isn’t a procurement. 
 

That many armored Teslas, I have to think the plan is to make Tesla the new default Ambo car instead of the existing Caddys.

yeah, its only about 400-500 cars when it is all said and done. So ambassador and maybe some extras around DC and key CONUS consulates. UN, etc.

I don't know if he said that or what's claimed below, but either way, it's something that his dad said to him, or that he heard his dad tell Trump (I like this last theory - most kids know better than to insult adults, and Leon's kid felt extremely comfortable telling Trump that he's not the President, as he's sitting in the Oval Office).

Also, can you imagine landing some high-level job and thinking you get to roll around in one of those bad ass tricked out Escalades only to find out it's being replaced with a god damn Logitech mouse looking piece of Tesla shit?  Must be demoralizing.

It's not like a country gets to decide they can drive diplomats in whatever type of vehicle they want. Russia, for instance, couldn't import an Armata tank to drive their diplos around in because it's not road legal in the US.

I would imagine that while Dorsey has custody of the DMs as the operator of Twitter, he wasn't going in and breaking the glass to snoop on accounts. It's bad for business, or at least it is if you're not an apparatus of the State

I'm not disagreeing with you either, just pointing out that being impractical and not street legal means jack shit to these fucks.  They'll spend the $400MM, find out they can't use half of them and blow another $200MM on Escalades.  Because efficiency and shit.

That is why there are other procurement actions for armored vehicles scheduled. A lot can happen between now and September. Musk could piss someone off. Someone who matters. Like one of the kids. Maybe say something wrong to Ivanka.

End of year fiscal spending is very interesting to watch. if it was urgent and compelling, and sole source like this one is set up to be, they rush it through.

The head of Tesla's entire Autopilot program literally quit the company right after Elon Musk announced that self-driving was solved at the hardware level and just a software problem now, and started taking peoples money for a Level 5 "Full Self-Driving" option. That was nine years ago.
