I've been on more ground up design projects than I can count.  When the guy at the top is prone to making calls from the hip then things tend to go sideways.  Musk strikes me as that kind of guy.

It doesn't matter, astronauts are not going to be fooled if he makes a push to nudge the thresholds a few percentage points. This is a hard stop because he can't coerce, threaten, or pressure anyone to get on that vehicle. There is no leverage.
