I think the one that I heard that makes the most sense is make it like a 4th and 15 from the 35 or whatever. Either punt (which eliminates the 30 yard head of steam each side gets since everyone is on the LOS) or go for it like you would on an onside. Make the yardage needed whatever has an equiv. Success rate as an onside

That being said, why not make the rule something like inside the 20 you can fair catch and get it at the 20. Endzone -> 25 Inside 20-> 20 The whole 25 yard line thing was meant to incentive the receiving team into fair catching. There has to be somewhat of a 'penalty' for doing it inside the field of play... right?
