Any recs on a swim vest for a 2 1/2 girl, average height but skinny, about 27 lbs??? We've tried several and she either sinks or immediately goes on her back with those CG approved neck ones. Just want it for the pool.

The thingy that has armbands and a ring around the chest works great.

Unless you want your kid to learn to swim :) those are recommended against by any swim instructors because it teaches horrible habits and keeps them vertical as opposed to horizontal which is the important part of early swim development.

at 2 1/2 we were already 2 rounds of ISR deep on our oldest which made anything but CG approved lifejackets dumb for us to do, but before that there was this thing we used which he loved and he could paddle around and everything. They can even stand up and walk around in it.

Puddle jumpers I think that is what Gil is describing work great for my toddlers.  The ones we had were CG approved.  I wasn't too worried about them becoming Michael Phelps though.
