Maybe they thought he was crazy because he thought anyone cared about a 53 year old who had been in the Four Tops for 6 years?

1. There have been something like ten "Tops" at this point.  Even among people who've heard of them, who cares?  It's not like he said he was a member of the Beatles.  

2. Who in the hell uses straight jackets anymore? He's at a hospital.  9 times out of 10 they're using chemical restraints (drugs) if they think Mental Health is primary. Even if not, there are far better mechanical/limb restraints out there than the old school straight jackets.
