False starts and illegal formations often seem like a result of crowd noise, excess pre-snap motion, cute formations, asking OL/TE to execute difficult blocks, etc.

Mack was a master at this (when he gave a shit)- and knew when to press the issue for a particularly egregious jobbing. That would require him to look up from his play sheet though.

November 7Nov 7 Let’s start with the most dramatic example. Safety standing 15 yards off the ball, and never moves the entire play. Wr runs a route and runs into the stationary safety and they both fall down. Is that opi, dpi, or no foul? Does it depend on the league?

The only time it is penalty on the defense is when the lineman that moves does so in sudden reaction to a defender actually threatening them. In the play you reference, the Vandy edge was clearly in the neutral zone, but the tackle next to him didn't move. I think it was Campbell that moved at the right guard spot and touched the defender in front of him. I still think it should have been offsides because it sure looked like the helmet and a portion of the upper torso of that Defender was in the neutral zone as well. But it was a bit closer call just because his feet were still not in the neutral zone.
