I had to slow that down to see what the hell happened, and after rewatching several times at ultra slow, i think the dipshit attacking the cop took a bullet through his whole arm, and the bullet that did that I think also broke the dipshits rifle as well

He obviously read the responsible gun owners section in the owners manual and had his ammo stored in a secured ammo locker, safely away from this gun (which was probably secured by the provided cable lock).
