If you aren't gaming or doing video/photo editing or something that involves a particular app, I'd just stick with Chromebooks. No muss, no fuss. And if they want to turn into budding coders/geeks, can enable Linux and install just about anything Linux offers. But, for general Windoze, I'd think at least 8GB of RAM and i5 or better, currently 14th gen, so probably back to 11th or 12th is satisfactory. Probably 256GB minimum disk. IMO there's real value in going for the Nvidia card for gaming, DLSS is best in class and having access to CUDA is very nice if you have any sort of engineering computation that you're doing. The intel cards are a fantastic value, but they are trailing on driver support and dx11 performance. Vulkan has really closed that gap, but there's still some significant outliers
