I would put Arkansas in the same category as Ohio and Louisiana. If one of them is P4 and the other's G5 it really doesn't count.

Then in California things get really weird, because the geographic rivalries are public vs. private and usually the private school has the upper hand in athletics

University of Arkansas is the flagship.  Just like every other state sans Ohio and Louisiana.  Or I don't get your point at all, which is possible.

It is a tacit acknowledgement of the superiority of UT.  "I bet you couldn't even get in there" is the message.  I promise you I've never challenged someone to show me they could get an Aggie degree.
