I don't think anyone has implied they were skirting the rules on purpose. They obviously started the race in compliance. It's F1: everyone is designing their cars right up to the limits; they just miscalculated the wear. But why why even put yourself in a position where it might be close at the end? Every other team seemingly was able to figure it out, none of whom have nearly as much to lose as them.

November 30Nov 30 Mercedes was terrible at the start of the new regs, but they stuck to it and came up with a pretty decent car by the end of the cycle. Ferrari seems to have taken the back marker route and gave up when they realized they couldn't beat Red Bull.
