Some construction workers recreated that photo a while back.  One of them explained that there would always be a temporary construction floor below an accessible beam. If there wasn't, you would not be able to get up on that beam since there'd be no place to put a ladder.

I'm sure OSHA was on top of it back when the original was taken. No way they would have a beam they could walk out onto from an adjacent floor without another floor below.
