Don't let cheapass teams become parasites of the league, but also try to keep the spending somewhat level among the top teams. Adding a hard cap and deleting the luxury tax would be great for the league, because it would remove some barriers to spending by those middle class teams that won't go above that first tax threshold. A $300m hard cap and $150m floor would do wonders to improve teams and make them be more creative about how they spend their money. However, the poors love the luxury tax system for the free money, and most of the big teams don't mind paying it.
