According to a buddy of mine who knows the buyers the house had not closed yet so the builder is on the hook for covering the damages.

TATP, much like Picric Acid, is highly volatile, as well as light and shock sensitive. The friction of opening the lid of the product is enough to cause detonation. So, yes, there was no other way to render the situation safe.

To be honest, how do you find out who to blame? An inspector, a sub, a nosey neighbor, the owner's kids? Anyone could have come in and turned the propane on at a burner, or the fireplace. Everyday I was building, when I got home from work, there would be at least two to three groups of neighbors walking through. Nothing harmful, they just wanted to see what people were doing with new construction.

There is no evidence left, but unfortunate for the GC/builder, it is still his baby. I would error on the side that someone left a valve on more than the builder being at fault, even after my incident.

Well,  you were in the business, right?  Who bears ultimate responsiblity from a liability perspective?

Keep in mind that news reports have already said the final inspect was complete and a certificate of occupancy had been issued.  (News reports can be wrong.)

"From a liability perspective" is an unknown.  For example, if the Contractor finds out that one of his subs F'd up the hookup, the most negligent party would be that sub.  If a shitheel neighbor snuck in and turned the propane on because he's pissed at the new homeowner, the primary legal responsibility would fall on the shitheel neighbor.

But PRACTICALLY speaking, if the risk had not yet shifted, it's going to be on the Contractor and his insurance.  If they can figure out somewhere else to point the finger so maybe the cost load is shared, then they will.

I think the forensics will be tricky.  I'm confident that accident investigators are far more capable than the average Joe of sifting through rubble for clues, but man, that's some rubble.

As an SME, I assure you that your confidence is misplaced. What I am confident in is that I’m quite certain the investigators go back to the office, drink a shit ton of Rumplemintz, then start throwing darts at a board labeled with various causes and that’s how they come to their conclusion.

Surly to TK: Remember, your property damage claim is ALSO a huge news story in a town that actually runs short of big stories from time to time.  If USAA starts to fuck you over, calling someone at KVUE and saying "hey, remember when that house blew up?  How about you do a follow up story on how our insurers are fucking us over?"

For the sake of clarity, is it safe to assume this arrest is related to the more recent one where the bomb squad detonated it and took down half a house, and not the (likely) propane mega explosion that took out a block including TKthunder2's place?

If I were defending the contractor, I’d argue that the door had clearly been tampered with. Somebody obviously broke in and tossed the door 300 yards away before turning on the gas and leaving

My neighbors told me both are better. The lady’s family posted a picture on Facebook yesterday. Haven’t heard about the guy in a few days but last I heard he was also improving.
