In more "on the job" cases, I believe City of Dallas provides attorneys and some coverage through Texas Municipal League. Maybe that's changed or TML has declined coverage given the recent spate of cop foolishness in Dallas and elsewhere in the state.

I think he's thinking some species of respondent superior, employer liability for employee's actions within the scope of employment. But that doesn't apply to civil rights cases like this. So, there's no automatic liability for cities here. They have to voluntarily assume it.
