Pulling my hair out trying to transfer child account on family link

To an iPhone. Every article I read and video that I watch tells me to do something similar but slightly different and leads me down a path where I don't have that option. I feel like Ron Trosper. It's a long shot but can anyone lend a brother a hand? 

My/parent device is a Pixel 10

Old child device Galaxy S20

New child device iPhone 14

The iPhone is signed into multiple Google accounts with the child's Google account

If I download the family link app from the app store and try to sign in as the child it tells me it's not allowed

If I sign in as me, I'm in family link and it says my daughter is not signed in to any devices

From my family link app on my phone I can't do shit. I can click on my daughter. I can see managed devices including an iPhone that was signed into today but I can't do anything else from there.

I can click manage family and it brings me into chrome with a list of family members. I can click on my daughter from there but can't do shit. 

The family link/Google account has already been removed from the Galaxy. 

Help?

Is it just family type stuff that account is used for, or is it email and other stuff?

If it’s not used for email/contact outside of the family group, why not make another account, or at least to test with and see if it works with that?
