Maybe the threat is that he has ties to bad guys on the outside who can threaten the Wardens family. Not that an 89 yo inmate is literally going to attack the warden himself

Wouldn't swear to it, but I'm almost positive that I read somewhere that Bulger at one time requested the transfer.  Who knows?  Or maybe he requested the general population thing.
