Maybe not a heroin junkie but "selfish motherfucker who can't stay off drugs" followed by "repeat offender" sounds like a junkie description to me. 

I don't disagree with your "selfish" and "repeat" charges, at all.  Only that the term junkie has a more specific meaning than you perhaps were aware.  Not being one, and all.
