The Justice Department has informed European officials that the United States is withdrawing from a multinational group created to investigate leaders responsible for the invasion of Ukraine, including President Vladimir V. Putin of Russia, according to a letter sent to members of the organization on Monday.

The decision to withdraw from the International Center for the Prosecution of the Crime of Aggression against Ukraine, which the Biden administration joined in 2023, is the latest indication of the Trump administration’s move away from President Joseph R. Biden Jr.’s commitment to holding Mr. Putin personally accountable for crimes committed against Ukrainians.

The group was created to hold the leadership of Russia, along with its allies in Belarus, North Korea and Iran, accountable for a category of crimes — defined as aggression under international law and treaties that violates another country’s sovereignty and is not initiated in self-defense.

“The U.S. authorities have informed me that they will conclude their involvement in the ICPA” by the end of March, Michael Schmid, president of the group’s parent organization, the European Union Agency for Criminal Justice Cooperation, better known as Eurojust, wrote in an internal letter obtained by The New York Times.

The group remains “fully committed” to holding to account “those responsible for core international crimes” in Ukraine, he added.

The United States was the only country outside Europe to send a senior prosecutor to The Hague to work with investigators from Ukraine, the Baltic States, Poland, Romania and the International Criminal Court.

A department spokesman did not immediately respond to a request for comment on Sunday night.

The Trump administration is also reducing work done by the department’s War Crimes Accountability Team, created in 2022 by the attorney general at the time, Merrick B. Garland, and staffed by experienced prosecutors. It was intended to coordinate Justice Department efforts to hold Russians accountable who are responsible for atrocities committed in the aftermath of the full invasion three years ago.

“There is no hiding place for war criminals,” Mr. Garland said in announcing the organization of the unit.

The department, he added, “will pursue every avenue of accountability for those who commit war crimes and other atrocities in Ukraine.”

During the Biden administration, the team, known as WarCAT, focused on an important supporting role: providing Ukraine’s overburdened prosecutors and law enforcement with logistical help, training and direct assistance in bringing charges of war crimes committed by Russians to Ukraine’s courts.

The team did bring one significant case. In December 2023, U.S. prosecutors used a war crimes statute for the first time since it was enacted nearly three decades ago to charge four Russian soldiers in absentia with torturing an American who was living in the Kherson region of Ukraine.

In recent comments, President Trump has moved closer to Mr. Putin while clashing with Ukraine’s president, Volodymyr Zelensky — going so far as to falsely suggest that Ukraine played a role in provoking Russia’s brutal and illegal military incursion.

“You should have never started it,” Mr. Trump said in February, referring to Ukraine’s leaders. “You could have made a deal.” He followed up in a post on social media, calling Mr. Zelensky a “Dictator without Elections” and saying he had “done a terrible job” in office.

The Trump administration gave no reason for withdrawing from the investigative group other than the same explanation for other personnel and policy moves: the need to redeploy resources, according to the people familiar with the situation, who spoke on the condition of anonymity because they were not authorized to discuss the moves publicly.

35 Nations Back Peacekeeping Mission in Ukraine
British Prime Minister Keir Starmer has announced plans to deploy a peacekeeping contingent of approximately 10,000 troops to Ukraine, according to The Times.

Senior government sources confirmed that Starmer had secured the support of a significantly larger coalition than the three countries that initially proposed sending ground forces.

About 35 countries have agreed to provide weapons and support for the peacekeeping operation in Ukraine. The proposed contingent is expected to be primarily composed of British and French troops.

A government source stated that preparations are already in an advanced stage but declined to disclose specifics due to the risk of sensitive information leaking to Russia.

Military officials estimate that the total force could exceed 10,000 troops, with about 35 countries pledging to provide weapons, logistics, and intelligence support for the mission, referred to as a “stretching force.”

The force is intended to serve as a deterrent against future Russian aggression in the event of a ceasefire between Russia and Ukraine.

Following a conference call with 29 world leaders, Starmer confirmed that a meeting of military commanders will be held in London this week as the peacekeeping plans enter the “operational phase.”

At a press conference, Prime Minister Starmer called for “immediate global action,” emphasizing the need for peace efforts and additional sanctions against Russia.

He reported that during a recent conversation between French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky, new commitments were made on peacekeeping initiatives and sanctions enforcement against Russia.

France and Germany are still buying Russian energy, three years after Bucha. (Others may be, too, those are the ones I googled). I know, energy is a commodity, but I have to think that rejecting Russian energy would allow Russia’s remaining customers (China, India) to start screwing them on terms. 
 
 The EU has issued a white paper on how a renewed Euro interest in defense could manifest in spending nearly a trillion Euros over the next few years. The EU has suggested that budget restrictions, keeping them from borrowing to spend on defense, could be lifted. I don’t think they have enacted it yet. (The UK is not in the EU, and they could be increasing spending on defense right now, but aren’t. Does it take a vote in Parliament? I really don’t know). 
 
The WSJ had a sourced news article this weekend. After the disastrous Oval Office meeting, Zelensky flew to London to meet with the European leaders, where they affirmed their support for Ukraine. Then, Macron and Starmer told Zelensky he needed to go back to the U.S. and make nice.

Is the U.S. acting childish? Sure. Are the Euros acting like adults? Well,…sort of, almost,…we’ll see. Russia rolling into Crimea in 2014 didn’t spur them to wean off Russian energy or increase their defense spending, going into Ukraine again three years ago didn’t spur them. Let’s hope they do so, now.

But every defense contract that goes to a European company (or Korean) that could have gone to an American company, that's going to really sting for a long time, because that trade won't come back.

Perun's video that I posted either on this page or the previous talked about the whole borrowing thing and that it's actually recommended, and he did a deep dive on the economics of military spending.  And he mentioned that a rise in European defense industries will hurt American defense industries.

Scaling that thing seems like a major priority.  As they increase the range, the potential target count goes up.  More.  Need more drones.

The goal is to get the United States to pressure Ukraine into something unacceptable and then drive a wedge between the U.S. and Europe.  Russia is doing its own reverse Nixon on us and everyone around our president is either too stupid or venal to notice or care.  
 

Also, the NSC is understaffed and lacking any actual real-world Russia expertise and none of the people they could hire will pass Trump’s political litmus tests.  Lots of self-inflicted harm here.

It’s performative in favor of the Russians.

Also important: Trump announced “energy and infrastructure” ceasefire and Putin announced “energy infrastructure ceasefire.” 

This is because Ukrainian attacks on Russian energy infrastructure hurt Putin, and he knows that Ukraine will not engage in large attacks on civilian infrastructure.  Putin will attack Ukrainian civilians (and never offered not to), and honestly cares more about his refineries than the entire oblast that surrounds them.  

Likewise, Ukraine has no maritime military assets to attack except drones, while Russia has many.  If implemented, Russia would be “graciously” agreeing to stop bombing grain ships to protect its own missile barges.  The terms are all upside for Russia. 

We will try to browbeat Ukraine into accepting this, and will not treat missile launches into hospitals and apartments as a breach.

It’s looking like Russia may have gone all in on fiber optic drones. If they’re producing these instead of RF controlled drones, it could genuinely shift the war. The only solution will be radar guided guns. These exist (Germany has given several to Ukraine I think)… but we need a fuck load of them or an extremely clever alternative countermeasure

Shift the war? The range limit on fiber optic drones would prevent that. Tactically, they are useful. But the limited range ensures the pilots are also targetable.

This may not be the place for this, but I know that there are a bunch of people here with connections to Ukraine and activities over there. Any help or guidance from here would be appreciated since I think it'd just get washed on the "Can Uou Help Me with This?" board.

For background, I've wanted to go volunteer over there for awhile. I had an opportunity to drive refugees when this started, but my (then) wife nixed it because we had a 2 year old and a 3 year old, and I accepted to keep the peace. Now, the kids are older and I'd have coverage to go for about a week and a half between arranging my work schedule, my non-custodial time with my kids, and extra coverage from Grandma (my mom) and my ex. For background, while I am a veteran (Army), I have committed not to do anything combat or combat-adjacent in return for getting the babysitting coverage. I'm thinking my best bet is helping rebuild and clear rubble, but am all ears.

I can afford my own transportation, lodging, food, etc.

In any case, any guidance or tips anyone has here would be greatly appreciated. I've booked flights from April 29 - May 8 as placeholder dates, but can still change those pretty easliy.

Check out MOAS. US led, but not US funded. They could use drivers.
