After holding a discussion with U.S. President Donald Trump, Senator Lindsey Graham said on June 29 that the U.S. president was ready for the Senate to vote on a bill to impose new sanctions on Russia.

Voting on the bill is expected to begin following the end of the July congressional break, Graham said.

"For the first time yesterday the president told me... he says, 'it's time to move your bill'," Graham said in an interview with ABC News, stressing that it would be Trump's purview as to whether the bill would ultimately be signed into law.

When asked if Graham expected Trump to sign the bill, the senator responded: "Yes, I think we're in good shape... But he has a waiver. It's up to him how to impose it."

Graham said he held the talk with Trump during a round of golf on June 28. No specific timeline was provided as to when the bill can be expected to be moved, although Congress is set to reconvene on July 9.

Signed by 84 co-sponsors, Senators Lindsey Graham (R-S.C.) and Richard Blumenthal (D-Conn.) have been working on a revised version of their bill that would impose secondary sanctions on Russian trading partners, while shielding Ukraine’s allies from penalties and making technical adjustments.

"So what does this bill do? If you're buying products from Russia and you're not helping Ukraine, then there's a 500 percent tariff on your products coming into the United States. India and China buy 70 percent of Putin's oil. They keep his war machine going," Graham explained.

Despite pressure, Trump has thus far refused to impose additional sanction against on his own accord. Amid discussion around the Senate bill, Trump has reportedly asked Graham to to soften his proposed sanctions, having previously postponed a vote on the bipartisan measure.

Amid the slow process of moving the proposed bill, Graham described the move as a "big breakthrough."

Ukraine has repeatedly urged the United States to impose additional sanctions on Russia as Moscow continues increase the frequency and magnitude of its attacks on Ukrainian cities.

Graham's comments come just hours after Hungarian Foreign Minister Peter Szijjarto claimed that Washington lifted sanctions that hindered the expansion of the Paks Nuclear Power Plant, where Russia's state-owned energy company Rosatom is to build two new reactors.

Excellent thread by David Frum and the interview with former Ambassador Brink will be worth listening to.  He is correct at the core:  Every decision to slow-roll aid and belief that the war could be delicately managed to avoid angering Russia too much set up the abandonment of Ukraine.

In other words, you can’t bargain with a schoolyard bully like Putin. You have to punch him straight in the nuts as hard as you can from the first sign of threat. He won’t play fair, why should you? He has no respect for diplomacy, only force. So give it to him in spades.

THE HAGUE, Netherlands (AP) — Two Dutch intelligence agencies said on Friday that Russia is increasing its use of prohibited chemical weapons in Ukraine, including the World War I-era poison gas chloropicrin.

The Netherlands’ military intelligence and the security service, together with the German intelligence service, found that the use of prohibited chemical weapons by the Russian military had become “standardized and commonplace” in Ukraine.

According to the findings, the Russian military uses chloropicrin and riot control agent CS against sheltering Ukrainian soldiers, who are then forced out into the open and shot.

VIENNA - All external power lines supplying electricity to the Russian-occupied Zaporizhzhia Nuclear Power Plant in Ukraine were down on Friday, the U.N. nuclear watchdog said, and Ukraine blamed Russian shelling for severing the last power line.

Europe's biggest nuclear power plant, which is not operating but still requires power to keep its nuclear fuel cool, has switched to running on diesel generators, the International Atomic Energy Agency said.

The IAEA has repeatedly warned of the risk of a catastrophic accident at Zaporizhzhia, which is located near the front line in the war in Ukraine. Its six reactors are shut down, but the nuclear fuel inside them still needs to be cooled, which requires constant power.

"Ukraine's ZNPP lost all off-site power at 17:36 today, 9th time during military conflict and first since late 2023," the IAEA said on X. "The ZNPP currently relies on power from its emergency diesel generators, underlining (the) extremely precarious nuclear safety situation."

Ukraine's energy minister, German Galuschenko, wrote on Telegram that a Russian strike had cut the plant off.

"The enemy struck the power line connecting the temporarily occupied (Zaporizhzhia Nuclear Plant) with the integrated power system of Ukraine."

Neither the IAEA nor the plant's Russian-installed management initially cited a cause for the cut-off.

"The reasons for the disconnection are being clarified. The equipment at the station is in a safe state and under the control of staff. No violations of safety conditions have been noted," the Russia-installed management said.

It's an interesting question.  Recent tendency has been to blame Soviet communism, but that ignores what a complete shitshow Tsarist Russia was.

It seems the very thing that made Russia ripe for the Bolshevik revolution, massive poverty and wealth-disparity, is exactly the thing that turned Soviet Russia into its own dictatorship where the people were mere pawns.

The big answer seems to be that in Russia life has always been very cheap.  In the context of Stalinism, Arthur Koestler in Darkness at Noon described it as a "vivisection morality," a willingness to experiment on live people that tends not to exist or to a lesser extent in other developed nations.

And that seems to be the thing that is transcendent in Russian politics and society:  their leaders are more willing to sacrifice a lot of life, and the populace to tolerate it, than other countries.
