Nah, in that shot you can't really see the clouds above that the light is bouncing off of to create that bright blue sky. Even a small transformer explosion/arc on a pole will put on a very impressive light show. It just usually doesn't last very long. That arcing in the videos is much bigger than that. I wouldn't wanna be anywhere near that shit.

This. It looks like that transformer was at a substation and those handle about Godzilla times the power one on your neighborhood pole does. Few things more impressive than a sustained high voltage arc.
