Most countries with a lot of oil are shitshows.  Not all, but a whole bunch of them.

Central and South America have endemic  cultural issues that promote political corruption.  Americans really don't appreciate the ethos forged from revolution that birthed our nation (or our Constitution I should say, I guess)..

I'm pretty sure all countries in the Western Hemisphere have constitutions. And most, if not all, were forged through military conquest and/or policies of eradicating -- or at least suppressing -- indigenous peoples. We're just better at keeping our peasants fed and happy enough to not try any funny business.

Have you traveled down there much?  They have a different culture/attitude/ethos with respect to government than we do.

Venezuela in the news. 

Four people have reportedly died in overnight clashes ahead of mass opposition protests in Venezuela. 

Hundreds of thousands are expected to join a march on Wednesday in a bid to topple President Nicolás Maduro's government.

The protests will mark 61 years since the fall of the country's military dictatorship in 1958. 

National Assembly president Juan Guaidó, who organised the march, called it a "historic appointment".
