Quick Paypal question - is there recourse if the payee doesn't send item?

Trying to buy an item off a guy on CL.  It's not expensive, but he seems a little flaky.  If I PayPal him the money but he ends up not sending, can I get my money back from Paypal?  I'd guess not, but just wanted to ask.  I know with Ebay, the buyer has a lot of protection but perhaps not through just Paypal

Actually never mind.  I found it on their site.  Looks like a can get my money back if the seller can't prove that he sent.

Este.  My Craigslist requirements are #1 - Cash Only and #2 - Local Only.  No shipping whether I'm buyer or seller.  

I actually had someone renege on an item involving PayPal.  I got lucky as hell after writing a sternly worded letter about hosing people that just want an honest deal, I at least had my money returned about 2 weeks later. 

It was purely  on the goodness of their heart because I really didn't have any recourse, other than the fact that they had told me they owned a family restaurant in Houston.  I guess I could have gone over there to raise hell, but who has time for that?

He can just send you an empty box with delivery confirmation.
