No, it just comes spinning/sliding out of his hand that way.  The real question is how it comes out at 98 if it's spinning/sliding like that.

In some ways, yes, but as Beau noted, it's moving 98 mph. Never seen that sort of left-to-right, inside-out movement and at that velocity from a right-hander.

It's just a weird combination of arm angle, low spin, and high velocity.  That kind of movement can be good for generating GB but it's not very good for generating swinging strikes.  For instance, Kelly only has a 8% SwStr rate for his fastballs this season which is pretty poor for someone who averages 98 mph.

When I was a kid, we all used to try to throw screwballs. None of us could, despite trying every grip and arm motion we could think of. We knew what it was supposed to do but couldn't come up with all the ingredients. Some of that was because the coaches didn't know much more than we players did...but mostly, it was because we had zero talent.

Also because the human arm is not made to rotate in that direction.
