I stopped short of suggesting he only thinks Washington DC has “smart enough” people but I think most know that is what he is thinking.
People like TwiceHorn think that they do. He doesn’t think state or local districts can do it because they have too many welders, migrants or farmers and not enough people with BAs in Sanskrit or African American Studies.
Like Joe Biden? Before even looking at merits, education, experience, background, etc… he eliminates the vast majority of choices for VP or Supreme Court. Is this what you mean?

Democratic presidential candidate Joe Biden committed Sunday to picking a woman for his vice president if he were to win the party’s nomination.
Speaking during a CNN-hosted primary debate with fellow candidate Bernie Sanders, Biden said: “There are a number of women who would be qualified to be president,” and that he would choose a woman as his running mate.
Biden also said that he would try to make his Cabinet reflect the demographics of the country and would choose a black woman to serve on the Supreme Court if a vacancy were to open during his presidency.
Biden had long sent signals that he would choose a woman to be his running mate as the Democratic field narrowed to the former vice president and Sanders (Rep. Tulsi Gabbard is also still in the race). Biden did not give further hints as to whom he might pick.
In late April, more than 200 black women who are leaders and activists within the Democratic party signed an open letter to the presumptive Democratic nominee Joe Biden calling on him to select a black woman as his running mate.
"It is a fact that the road to the White House is powered by Black women and Black women are the key to a Democratic victory in 2020," they wrote.
I believe we call these “alternate facts”.

If you know the society you want to govern won’t vote for a black woman, maybe try someone that will get the votes?
