To an extent they have. I took my parents off the local cable provider that was screwing them on tv service, and put then on a streaming provider. Had to pay a $40 "tax" for their internet service upgrade to the cable guys for the privilege. They still came out over $100 / month to the good.

I grew up north of the Red River, and there were a handful of small towns that were notorious speed traps. About 20 years ago, in a rare example of the Oklahoma Legislature doing something smart, they passed a law that stated: 1. If more than 30% of a town's revenue came from ticket fees, or 2. More than 50% of speeding tickets were less than 10 mph over the speed limit Then the town forfeited all of their ticket revenue.
